Sorry, it is a little overly-complicated.
Region I
800-
(2) 1600- #5, #9 (4:37)
This means that Region I has no top-10 performers in the 800. It means that they have the #5 and #9 performer in the 1600. The (2) means that they are projected to get two of the at-large spots. (4:37) means that the last at-large qualifier is projected to come out of Region I and the time should be around 4:37.
