Dropping the baton does not cost you a thing except time. They were not DQ'd, but did only finish 4th in the Region, leaving it up to time to determine if they advance.
I only have unofficial results from Region 2 and nothing from 1 and 3 yet, but CM was faster than 4th in Region 2.
