Prop. 4 allows debt for parks and prisons

AUSTIN -- Voters next month will get a chance to authorize new borrowing for state park and prison construction, for the Department of Public Safety and for crime labs. All told, Proposition 4, which goes before voters on Nov. 6, would authorize $1 billion in bonds. Debt service for those bonds would exceed $56.7 million in the 2008-09 fiscal year.
