Rehire

So ive been notified I am approved for rehire so I put in for places on the tdcj website that said they were hiring. But I keep gettting told these places aren't available and every unit iask about I'm told no! The website was updated and it still shows these units hiring so I called the units hr and they told me they are in fact needing officers..I've emailed selecctions almost daily and I'm told no is there someone else I can take this matteer to?
