Needless to say that this can be a difficult task. But yes, plain paper should work, as long as there isn't wind or the stigmas rot! Another opton is to put a silica pack inside a film cannister with the stigmas, allow a week for them to dry, then freeze. I can think of no reason why that would fail.
I know that Rhodo people go so far as to make 'dessicators' which is basically something like an old fish tank with silica on the bottom, a layer of cardboard, then they put the stigmas inside size '00' gel capsules and allow them to dry out for a week or so prior to freezing. This method is highly effective for Rhodo pollen...
I have NO idea what sort of % sucess you can expect with hydrated frozen pollen...
