Is this trunking recurv a gonner??

It hasn't grown all spring...It hasn't aborted the leaves either. The trunk is solid and not mushy. The leaves won't pull, but it just doesn't look healthy. Any ideas? By contrast, the aloifolia x filamentosa seems unscathed. I just don't get it. ( I trimmed it back a bit because I was tired of looking at a plant with 90% dead leaves) Thanx the aloifolia hydrid for comparison
