As far as giving the Raiders compensation for the players not being there, HELL NO! That then just rewards the Raiders negative actions of taking a stupid high risk chance...
Raiders should have made the trade depends on the risky player actually playing so many games or being under contract for so long to protect themselves... these aren't supposed to be naive individuals but 32 top notch professional teams.

Also what if some team trades for a player and the player just down right sucks and doesn't make the 53, should they be compensated as well? No. At this level it's buyer beware.
Also yes the Raiders lost two draft picks, but they didn't lose a penny, the Steelers have a lot of dead cap space tied up in Brown right now. So both are kinda victims of what happened more than one taking advantage of the other.
