As Rodgers has talked about, a trade will probably need him to rework that contract.
No one is going to trade and pay a guy that much without getting a thumbs up from a player that they want to go there.
Just the PR aspect.

Packers would collect the different trade options that are acceptable to them, and then present the acceptable options to Rodgers. And Rodgers will probably have final say of which acceptable option they go with.
It would be interesting, which team Rodgers would choose and why.
Let's say the options are Raiders, Jets and Dolphins.
~ Raiders had a franchise guy but they're looking for an elite guy. They have Adams and the Rodgers/Adams connection is electric, though Rodgers would have to learn a new system and terminology as I believe Josh McDaniels uses a play book from a line of systems that Rodgers has never been in, but Adams might be able to help him translate. I believe no state income tax.
~ Jets, badly want an elite QB and a season at top half of their division and make the playoffs. Jets hired Nathaniel Hackett, whom seemed to be one of Rodgers favorite coaches (partly due to his culture references). Rodgers in theory would already know majority of the playbook and Mike LaFleaur was their previous offensive coordinator so the team knows it too. High state income tax.
~ Dolphins have seemingly been going all in, since the lawsuit saying they were tanking on purpose... including making Vic Fangio, supposedly the highest paid coordinator (though those numbers aren't paid public, so that could be false). Head coach Mike McDaniel comes from the 49ers, so wide zone system still. I believe no state income tax.
