Or ejected from the game...
The first two have to be ruled out in some fashion (medically ruled out, or ejected)...
And if the medical personnel fix the issue or clear them from whatever (say clears them from concussion protocol) then the 3rd QB can no longer play...
So 3rd QB only plays, if they're on the 53 man roster, and the first two have been ruled out.
