I also think it has a lot to do with successful scouting/drafting and a lot of luck. Such as the Jaguars took an Edge Rushers and possibly allowed a better Edge Rushers drop to the Lions. Also they wanted to trade up for their starting RT but couldn't get a team to agree, but he dropped to their selection anyways.
The Lions GM helped build the Rams successful base and now the Lions. Also the Lions GM's father was an NFL OL, and his Cousin was a 1st round pick OL. And he played college football as a DT, so he seems to have a background in linemen and has pretty good at evaluating them, which is where I say the Packers have failed, and they need new linemen evaluators for linemen and scouting.
