Essentially a hip drop tackle has a few different aspects. First the defender wraps up the offensive player. Next the player stops their UPPER momentum but allows their lower momentum to continue forward. They essentially kick their feet forward, allowing the weight of their upper body to bring the defender down. Last, they "swivel" their body to tork the offensive player down.
There are two aspects of this technique that'll be pretty easy to identify for an official. Does the player wrap up? And do the players feet move forward?
If those two questions are regularly referred to in calling these plays, it should be okay.
I think this will end up being similar to the horsecollar tackle. It won't happen to often, 9 times out of 10 it'll be called correctly, but there will be that 1 time that fans get up in arms about.
