I believe they were trying to get tax funds, and tax breaks and could only get like (making up numbers here) 1/10th of the tax breaks they were hoping for, which I think killed the project.
Where Chicago already has some hotel and other taxes funds feeding them if they stay in city.
I have no idea why the LA stadium cost so much, but I believe they had a freaking ton of delays, including weather delays, maybe COVID delays, and changing of plans delays.
Also supposedly architecture like no other stadium in the world (and people are suggesting it's NOT a good thing in bad weather).
The stadium has a roof, but it's not a dome, because it's architecture has designed gaps to let the wind blow through to make it feel more natural and make it cheaper to cool off and keep fresh air in.
Well, that also means they're the only roofed stadium that has to postpone matches for lightning.
Also, while rain/water can't falls of them, the winds can blow is sideways and get people wet inside or worse, get the inside walk ways wet, which were not designed to get wet, and this walk ways can supposedly become very very slippery.
Should of just made it a dome.
