I think it's almost all via the change in scheme.

Gary has shown absolutely great efforts on some plays, getting pressures on a QB when they rolled out to the opposite direction of him, only to get a pressure stat (if that) but he was the furthest DL away from the play and got the closest to the QB...

I don't think it's a lack of effort, just the scheme change has made it much harder in the edge rushing in pass rushing, as I believe they're being asked to do more in the run defense, and DTs are being asked to get the penetration and force the ball out of the pocket, then the entire defense to clean up when/if the ball gets out of the pocket.
