I have seen a lot of four man rushes - not a lot of blitzing or odd-man rushes, really. I have wondered whether the issue is perceived poor quality on the back end (i.e., DB's) leading the coordinator to call a very conservative game?
I remember years ago with Capers - I once looked at who was manning the S position and contrasted that with my perception of how Capers was calling the defense as far as being more or less aggressive. This was back in 2013-14-15 or somewhere around there - kind of between Collins and Clinton-Dix. My belief (supported by my review) at the time was that at those times when Capers had better safeties, it correlated to more aggressive pass rush calls; when the S quality dropped off, so did the aggressiveness. I wonder if the same thing is going on here: you have a LOT of youth at the S position, Evan Williams (one of the better ones) has missed some time, Jaire Alexander has also missed time, and the CBs behind Alexander have ranged from "meh" to downright God-awful...
Just spit-balling here, of course...
