Yes, if you slow it down, the lower shin came down in bounds before the upper shin or the knee came down.
But then the upper shin comes down out of bounds.
I've seen where a WR catches a ball, gets the first foot down and then gets the second heel down... which by this ruling, that would be a touchdown... but no... when the remaining front part of the foot comes down, he has a toe out of bounds, but the foot is in, but the toes are out, and they call that out.
If the NFL was being consistent, the whole second foot, or in this case, the whole shin did not come down in bounds.
So simple out, the NFL is absolutely inconsistent with those calls. Because the body parts came down and only touched in bounds at first, but then when that exact same body part came fully down, it was out of bounces.
