Sounds like back to back road games in Europe are likely which the Vikings are the guinea for this year.
Not sure if they take four current teams and move them to Europe or if they create four brand new teams and put them in Europe (which as PFT points out, could give the 32 current owners 40 billion dollars or more to split).
I was trying to think if they did expand to 36 teams, how they would they split the divisions up and create a schedule. I was thinking 2 conferences with 3 division of 6 teams each. But they would totally kill the whole division winner thing.
And not sure how that works into an 18 game schedule, play your division twice (10 games), but no way to nicely split up the remaining 8.
If they kept it at 17 games each, then you could play all the teams in your conference once. But then divisions would be pointless.
But I do like their idea on how to limit the West Coast to Europe trips and vice versa, by putting the West Coast teams in one conference and the European teams in the other Conference.
I'm just not seeing any pretty way to do equal conferences, divisions, schedule with 36 teams. So I think the better way, would be to move 4 of the current teams.

If I had to move 4 teams or so to Europe, I'd be looking at
1) Jaguars (Their Owner seems to want London)
2) Panthers (Their Owner just pissi g every off and seems to want a bigger area than Charlotte)
3) Browns or Bengals (Their ownerships want to stay, but two poorly run orange teams right next two each other has always seemed poor to me, of course while the Browns have sucked, they keep bringing in more fans than the Bengals.
4) Cardinals, their owner sucks and based on allegations is extremely verbally abusive, and maybe I'm wrong, but while Arizona has a good sized media market, I just haven't gotten the feeling that they care about pro football all that much in that area.
5) Titans (I strongly doubt their owners want to move, but they just aren't bringing in the fans compared to other teams... though they are beating the Jaguars, but that's not saying much).
6) Chargers, their owner wants to go back to San Diego, but San Diego isn't overly interested in them back... and the NFL surely would like to keep two teams in Los Angeles, but they simply aren't competing well in the market right now.
