With the expanded PS you absolutely COULD put two QBs on the PS, that being said, the issue would be with new rules limiting practice time, would there be enough practice time for 4 QBs.

It seems like coaches have said there isn't enough practice time for the 3rd QB, much less a 4th. So it's absolutely possible, but I think doubtful unless they truely see lots developmental potential in both.
