Does gambling allow bets for if a team is going to make a trade or not?

Because you could make a lot of money on certain GMs are definitely going to make a trade and certain GMs are probably not...

The definitely will would be the more clear bets.

I wonder if the Packers will, I don't see them doing anything big, but maybe to get some more CB depth with Titans signing PS Robinson away, and Hobbs being hurt, supposedly at least for 2 weeks.
