Last I heard, there were issues with taxing, infrastructure costs, etc. Sounds like they just can't reach an agreement...

Also, this is just a guess, but I wouldn't be a bit surprised if they got some astronomical offer for the land - whether from Amazon (for a warehouse/shipper), data center builder, or something...
