I couldn't ask him to run the numbers around the league, that's potentially a lot of research, I'm surprised he did it for the Packers, but the results I think were about as expected.

But also keep in mind that Ted Thompson would save his cap money to re-sign and over pay his own... like Cobb and Hawk potentially got larger contracts than they deserved...

So their styles of what to do with the cap money also effects this method of evaluating GMs, as just because you re-signed guys, doesn't mean they deserved what they got...
