California privet (Ligustrum ovalifolium) is an aggressive, rapid grower that bears heavily scented white flowers and forms a thick hedge up to 15 feet tall. ( zone 5 - 6 ) Trim to your taste!
Often overlooked is a fine fast grower:
The Mexican orange flower (Choisya ternata) grows quickly to 9 feet tall with an equal spread; it bears white flowers from spring through early fall. (zone 7 I think and possible for you!)
