wow... I just replaced a small needle (rotted out spear, but still a couple of leaves left) with a much larger specimen. When I removed it, it had actively growing roots. If it weren't for the fact that they are soooo sloooow and only large ones have babies, they'd sure be more popular (and easier).
If your location is highly visible, I'd replace them. it doesn't look like it will have enough green tissue to recover, and even if it does, it will take years.
