spear pull on my trunking Yucca Rostrata

After two successful years outside, my Yucca Rostrata (approx 75cm of 21/2ft tall) has succumbed to spear pull. I even put a plastic bag around it during snowy/rainy events 80% of the time.
Does anyone know if there's even a chance of new leaves forming on the top of the plant? Perhaps producing a two or three head yucca?
The trunk so far looks very firm and healthy.
