I saw a photo of your Yucca elata utahensis on another forum and it is a very nice yucca.
I only grow regular Y elata here and cant help.
I have never noticed scale on yuccas here.
I try to be careful buying any exotic further south of me because scale is rampant. My biggest foe is black spot caused by humidity factors I think.
