How to get Yucca rostrata established in Mid-Atlantic?

I have tried several Yucca rotratas and I always lose them over the wintertime. Could be from just too cold winters, or too wet clay soil. I know they grow around here as there are at least a half dozen in the county that I know of.

Got any tips for getting them established?

Berm up a bed?
Grow them in gravel?
Wind protection in winter?
