How would they get them to cooperate? They are illegal aliens. If the law states they must return to their homelands and it is enforced, they will have to do so.
I don't think anyone here at or before the time of the last amnesty would be removed. Perhaps those since. That is far less than 13 million. What is needed is reform to make legal immigration possible with quotas and requirements like everyone else, so that they can be assimilated into the country in a beneficial way to all.
As for the wall, if there really is a plan to build one, nobody will be forced into anything. People will work for pay. Who will pay for it? How the heck should I know? But I know this: I have been on the border in various places, driven along it, crossed it many times in various states. There is already fencing and barbed wire here, there, and everywhere. There are already portions of wall. Separation of borders is nothing new. The only thing is, at present, much of it is breachable.
