Well they're trying to force the kickoff team to willingly kick the ball in play.

They tried the 30 yard line and we just set back to back seasons with the lowest percentage of kick returns allowed.

If you want to keep the kick off, they have to have some sort of punishment for kicking it out of the end zone all the time...

That, or move the locker back where kickers can't kick it out of the end zone, in which case, the returns will probably be even bigger.
