Another type of low paying job..those that I know of work somewhat differently. Pay is based on what the worker produces. A low paying base pay..a seasoned worker will take on a new task and how much they can produce is the benchmark for it. A new person has to build the skills to reach it and the training factor is built in to the operating cost. Once they reach that level, pay increases come from exceeding it. I was a Production Manager in a factory like setting where every season, new tasks came up or old ones revived. It's how the variable cost of an item was determined. Training time was a 12 week factor..with what the operator was expected to produce increasing each week.
