I personally would have went a little higher. I usually will mound up an area about 8-12" above the existing ground level for Y. Rostrata and Y.Thompsoniana or plant them in an existing raised bed. Ground level has not wooked too well for me. I mix some of the existing soil with sand, crushed shells and a little gravel or small stones and it seems to work well.
